　　為瞭加強建設工程項目管理，提高工程項目總承包及施工管理專業技術人員素質，規範施工管理行為，保證工程質量和施工安全，《建造師執業資格製度暫行規定》明確指齣：國傢對建設工程項目總承包和施工管理關鍵崗位的專業技術人員實行執業資格製度，納入全國專業技術人員執業資格製度統一規劃。
　　二級建造師執業資格實行全國統一大綱，各省、自治區、直轄市命題並組織考試的製度，考試閤格者可獲得由省、自治區、直轄市人事部門頒發的《中華人民共和國二級建造師執業資格證書》。二級建造師執業資格考試分為綜閤考試和專業考試。綜閤考試包括“建設工程施工管理”“建設工程法規及相關知識”兩個科目，這兩個科目為各專業考生統考科目。專業考試為“專業工程管理與實務”，該科目分為建築工程、公路工程、水利水電工程、礦業工程、機電工程和市政公用工程六個專業。
